The need was felt for the introduction of an investment route resulting in Malta Citizenship by investment. The basic principle is to provide clear rules on granting Malta Citizenship to individuals & family members who contribute to Economic & Social Development of Malta.>>Interviewer: When did the Malta Citizenship programme start?>>Jean-Philippe Chetcuti: A less recent legal amendment was in the year 2000 with the introduction of Dual & Multiple Citizenship into our law.
In September 2013, Changes were made to the Malta Citizenship Act to Pave the way for
introduction of a Malta Citizenship by Investment Programme; This was followed by Consultation process and extensive Parliamentary debate to achieve Consensus on the Rules. In February 2014, the Individual Investor
Programme of the Republic of Malta Regulations was Enacted.
Later that February, Chetcuti Cauchi Advocates was the 1st to be Approved by Identity Malta. & 1st Applications filed. In Mar 2014, the EU Commission Approved the Malta Citizenship programme on introduction of ‘genuine link’ requirement.>>Interviewer: What time frames is an applicant
to expect?>>Jean-Philippe Chetcuti: Before an actual
Malta Citizenship application is filed, the first step is to take up residence in Malta.
This implies a visit to Malta and the payment of a deposit of €5k on account of contribution.
On presenting a Formal Application, an Accredited Person should submit the essential supporting
documents and Payment of due diligence fees, passport fees & deposit of €10k on acc of
contribution (less any payments already made on residence)
Within 3 months, Identity Malta confirms the formal validity of docs. By the 4th Month,
In Principle Approval is issued conditional only to the fulfilment of the applicable obligations.
The balance on contrib needs to be paid within 25d of approval. Approved Candidates have
a further 4 m to provide evidence of Property Purchase / Rental & €150,000 investment
The Certificate of Naturalisation is issued not before 6 months from initial application but not later than 2 years.
